a lot of 90s games have serious framerate issues. Like, the speed of the game is timed to framerate, which means if you play one even on an iPhone you die in a milisecond.

A lot of things behind framerate involve the cycles per second aka fps. At the time past games were around, they had to program a game to run at x frames per second because if it was any faster, people would miss information, and if it was any slower, it wouldn't flow smoothly.

That being said, games were coded for x fps, because it was what was standard at the time.

Games now run in a matter of miliseconds, and things are updating at milisecond timing, so we need faster monitors to process that information and simulate real life better. We only see in 29.97 fps, and idk why 60 is better, I think because it gives us a sense of depth and whatnot, but that's what I know.

Reminds me of this extremely lazy delay function I used some time ago.

for(t=0;t<5000000;t++);

The faster the device does the loop iterations, the shorter the delay, so it's not very reliable. :P

I was under the impression that the human eye refreshed 24 times per second? 30 FPS can still look janky though since your eyes aren't going to be synced to the screen.
